Who to Contact if Wronged by the Police?

So, without divulging too much information, if me and my wife were mistreated by the police, would should we contact. My wife has already contacted the District Attorney in the county that it has happened in. And he said told her it was a civil rights issue, and unfortunately there was nothing he could do, unless something criminal had transpired. So who do I contact in that regard?
