Anyone who has reported a crime recently..have you felt injustice?

Earlier this year I attempted to get a restraining order against this guy who felt me up multiple times, harassed me on a daily basis, and threatened to rape me. They said that he would have to follow through with his threat in order to get a restraining order. A friend of my family's recent ex husband threatened to spend the rest of his life making her life miserable, and he showed up at their house constantly, refusing to leave. She reported him, and even while fearing for her life, the police denied her of a restraining order. I know that the police have to have minimum standards when they grant requests for restraining orders... but do you believe that this is right? What changes do you think the police should make? And have you ever been in a situation like this?
